Егзекутива у локалној самоуправи у Републици Србији представља једну од најзначајнијих области функционисања управе у целини. Специфичан положај локалне самоуправе, њена суштинска разноврсност а формална монотипност, турублентан историјат у контексту различитих државних уређења, кадровски и финансијски капацитет, централизовани политички утицај, изборни систем, али и бројна друга питања обликују трентуно стање егзекутиве у локалним самоуправама у Републици Србији. Сваки од органа локалне егзекутиве има своје специфичности и у различитим областима погоднији или мање погодан простор и капацитете за функционисање. Однос према државном нивоу егзекутиве незаобилазна је област за подробно разматрање. Међу бројним проблемима у функционисању егзекутиве локалне самоуправе могу се разликовати они који су системске природе и на које локална самоуправа није могла да утиче, с једне стране, и они који су резултат објективних тешкоћа и слабости у управљању пословима, с друге стране. Један од кључних проблема је монотипни систем локалне самоуправе, који општинама са малим бројем становника и малим кадровским капацитетима додељује превелике послове за њих, а велике општине и градове спутава да преузму многе послове који су од локалног интереса и које би могли ефикасно да обављају. Недостатак људских, финансијских и техничких ресурса у одређеном броју локалних самоуправа, првенствено оних са малим бројем становника, доводи до неадекватне организације егзекутиве, која због тих недостатака није и не може да буде прилагођена потребама грађана и привреди.

The executive in local self-government in the Republic of Serbia represents one of the most important areas of functioning of the administration as a whole. The specific position of local self-government, its essential diversity, and formal monotype, turbulent history in the context of different state organization, personnel and financial capacity, centralized political influence, electoral system, but also numerous other issues form the current state of executive in local governments in Serbia. Each of the bodies of the local executive has its own specifics and in different areas more suitable or less suitable space and capacities for functioning. The attitude towards the state level of the executive is an unavoidable area for detailed consideration. Among the numerous problems in the functioning of the executive local self-government, there are those that are systemic in nature and which the local self-government could not influence, on the one hand, while the other group consists of those that are the result of objective difficulties and weaknesses in business management. One of the key problems is the monotypic system of local self-government, which assigns too many jobs to municipalities with a small population and small staff capacity, and prevents large municipalities and cities from taking over many jobs that are of local interest and could be performed efficiently. The lack of human, financial and technical resources in a certain number, above all local governments with a small population, leads to inadequate executive organization, which is not adapted to the needs of citizens and the economy.
