Предмет дисертације је научна анализа нордијског модела сарадње ради потврде хипотезе да је у питању посебан и јединствен модел регионалне сарадње. Циљ истраживања јесте да се кроз анализу специфичности наведеног модела покаже да се у теоријском контексту он углавном не може тумачити кроз постојеће теорије регионализма, управо због својих специфичности, као и да се покаже да модел сарадње нордијских земаља, иако посебан и јединствен, ипак у одређеним својим решењима може бити добар узор за даљу сарадњу на Балкану. Како би се овај модел ставио у теоријски оквир, теза пружа широк преглед ставова најзначајнијих теоретичара регионализма, кроз дефинисање појма региона, регионализације и регионализма, као основе за разматрање било ког вида регионалне сарадње. С обзиром на то да се регионална сарадња нордијског региона развија паралелно са процесом европске сарадње, али и са бројним другим облицима регионалног удруживања на европском тлу, у тези се даје и преглед развоја регионалне сарадње у Европи, као и приказ нордијског регионализма са теоријског аспекта а нордијска сарадња се представља у контексту других форми регионалне сарадње које се јављају у истом периоду. Даје се и основни преглед развоја регионалне сарадње на Балкану, уз покушај мапирања основних тачака које су релевантне за разумевање ситуације на Балкану, како из историјског тако и из актуелног угла и уз краћи осврт на досадашње домете нове регионалне сарадње на Балкану, успостављене након сукоба деведесетих. Теза проблемском задатку да је у питању јединствен модел регионалне сарадње приступа истраживањем корпуса географских, историјских, друштвених и културолошких веза које су утицале на ниво регионалности нордијског региона, формирање нордијског идентитета и карактеристике нордијске сарадње. Теза даје анализу постојећих институција нордијске сарадње – Нордијског савета и Нордијског савета министара, као и правног основа за сарадњу – Хелсиншког споразума и начина доношења одлука и структуре чланства. Детаљно је приказан приступ функционалној сарадњи, кроз анализу успешно реализованих споразума у секторским политикама, а касније и „високим политикама“, какве су спољна политика и безбедност, преко неуспешних преговора и разлога који су водили јачању сарадње у другим областима...

The subject of the thesis is scientific analysis of the model of Nordic countries cooperation aiming to confirm the hypothesis that the Nordic model of regional cooperation can be considered as a sui generis case. The aim of the research is to confirm that this model of cooperation cannot be contested through the existing theories of regionalism, due to its specificities, as well as to show that the model of Nordic countries cooperation, even if it is specific and unique in its development, can be a favorable role model for further strengthening of regional cooperation in the Balkans. In order to establish the theoretical framework for the research of the Nordic model of cooperation, in the thesis we have presented an extensive review of the positions of the most significant theorists of regionalism, by providing overview of the existing definitions of region, regionalism and regionalisation, as the foundation for consideration of any form of regional cooperation. Having in mind that the Nordic countries cooperation has been developing simultaneously with the process of European integration, as well as with various other patterns of regional integration in Europe, the thesis also provides the overview of the development of regional cooperation in Europe, while at the same time contests Nordic cooperation in relation to other forms of regional cooperation in Europe at that time, and reviews the Nordic regionalism from the theoretical point of view. It also provides the overview of the development of the regional cooperation in the Balkans, trying to map distinctive points of relevance for the understanding of situation in the Balkans, from the historical as well as current perspective, giving the short retrospective of the regional cooperation achievements so far, and paying particular attention to the regional forms of cooperation established from the nineties. In order to confirm the hypothesis that Nordic regional cooperation is a sui generis case, thourough research of geographic, historical, social and cultural interconnections that influenced the level of Nordic regionhood and Nordic cooperation characteristics that led to the forming of the Nordic identity has been performed. The analysis of the Nordic Council, the Nordic Council of Ministers, as well as of the legal framework of cooperation starting from the so-called Helsinki Treaty and the model of decison-making and structure of membership has been done in order to provide information about the existing institutional framework of Nordic cooperation.
