Ова докторска дисертација мотивисана је тежњом да допринесе бољем разумевању фактора корупције у јавној управи у Републици Северној Македонији, односно жељом да се открију неки од основних ризика корупције у јавној управи Македоније. Такође, у овој докторској дисертацији неминовно је пажња посвећена институционалном оквиру за превенцију корупције у Републици Северној Македонији, односно Државној комисији за спречавање корупције. Дисертација је заснована на основној хипотези да је корупција у јавној управи у Републици Северној Македонији, између осталог, резултат ниског квалитета закона, недоследне примене закона, али и неуспеха превентивног деловања антикорупцијске институције.

This doctoral dissertation is motivated by the desire to contribute to a better understanding of the factors of corruption in the public administration in the Republic of North Macedonia, that is, by the desire to reveal some of the basic risks of corruption in the Macedonian public administration. Also, in this doctoral dissertation attention is inevitably paid to the institutional framework for the prevention of corruption in the Republic of North Macedonia, i.e. the State Commission for the Prevention of Corruption. The dissertation is based on the basic hypothesis that corruption in public administration in the Republic of North Macedonia is, among other things, the result of low quality laws, inconsistent application of laws, but also the failure of preventive actions of the anti-corruption institution.
