Resume: The paper analyzes the content of the election document of the former Democratic Opposition of Serbia “Program for Democratic Serbia” (also known as the “Agreement with People”), primarily the promises – in 10 points – presented by the DOS as the acts to be adopted “on the first day of the first session of the newly-elected Parliament”. From two-decade distance it is possible to establish the function of the DOS promises in 2000 parliamentary and presidential elections, whether the formerly made promises were fulfilled and to what extent, and draw a conclusion about the failure of the DOS power and grave consequences of such politics for the country. For the purpose of objectivizing the assessed failure of DOS policy, the criteria of progress and decline obectivization have been applied as formerly established by Academician Radomir Lukic. What gathered this coalition was only the striving to overthrow President Milosevic with more than ample foreign aid (here we do not exclude even the NATO 1999 aggression as “logistic preparation” for changing the power in Serbia and the Federal Republic of Yugoslavia). The analysis established that the promises from the “Agreement with People” were actually fraudulent: the ones that had to be fulfilled first brought about completely opposite consequences to the implied ones, failed to be fulfilled or were of a short-lasting and demagogical character. Therefore the result of “keeping the promises” was that the secession of Montenegro was allowed and the existence of the Yugoslav state was ended, although the DOS had promised only to redefine the relations within it; United Nations Security Council Resolution 1244 was not affirmed and the country’s territorial integrity and sovereignty were not protected but, on the contrary, it was during the rule of this coalition that the so- called “independence of Kosovo” was declared, while a series of wrong moves of the former authorities of Serbia its affirmation by the international community was facilitated; the conducted privatization actually enabled the robbery of the state and public property and transfer of capital into private hands at bargain prices. Moreover, foreigners became the real owners so that Serbia was put into a neocolonial position. Not only were the social and economic rights devastated, but at some points of time during the DOS mandate, fundamental civilian rights of the people in Serbia were jeopardized; although the negotiations for signing the Stabilization and Association Agreements with the EU were initiated in 2005, no possible (successful) outcome of that process can be even yet discerned in 2021. By comparing the criteria established by Academician Radomir Lukić for the objectivization of a country’s progress with the indicators of the results of the rule of the DOS and the parties it consisted of in the period 2000-2012, it can be concluded that there was no objective progress, but, on the contrary, that Serbia experienced a general social decline. For that reason, the conclusion is that 5th October 2000 constituted the violent beginning of the social counterrevolutionary process in Serbia, the negative consequences of which are more than evident.

Сажетак: У раду се анализира садржај изборног документа тадашње Демократске опозиције Србије „Програм за демократску Србију“ (назван и „Уговор с народом“), пре свега она обећања - 10 тачака - која је ДОС представио као акте које ће усвојити „првог дана првог заседања новоизабране Скупштине“. Са дистанце од две деценије могуће је утврдити у којој су функцији била обећања ДОС-а на изборима 2000, да ли су тада дата обећања испуњена и у којој мери, те извести закључак о неуспешности власти ДОС-а и тешким последицама те политике по земљу. У циљу објективизације оцене о неуспешности ДОС-ове политике примењени су критеријуми објективизације напретка и назатка које је својевремено утврдио академик Радомир Лукић.
