Докторска дисертација „Међународноправна заштита цивилног становноштва у оружаним сукобима “ кандидата Милоша Јончића урађена је на 339 стрaна текста, 24 стране литературе и 2 стране прилога. Дисертација је подељена у седам поглавља укључујући уводна и закључна разматрања. Прва глава представља уводна разматрања. У оквиру ове главе постављени су темељи даљег истаживања и указано на одређена питања на која је касније у раду дат одговор. Друга глава „Цивили и цивилно становништво“ (обухвата следеће наслове: Појам цивила и цивилног становништва, Разликовања између бораца и цивила, Генеза заштите цивила и цивилног становништва у оружаним сукобима). Кандидат је у овој глави указао на непостојање опште прихваћене дефиниције појма цивила и цивилног становништва. Указано је на дефиниције овог појма које су дате у међународним конвенцијама, али и оне које су плод рада доктрине. На крају је ипак дата једна врста радне дефиниције за коју се може рећи да је прихваћена од стране већине аутора. Питање које највише задаје проблема по питању усвајања јасне дефиниције јесте што су цивили одређени негативном дефиницијом, односно да су то сва она лица која нису учесници у оружаном сукобу. Да би се донекле одклониле дилеме око овог питања у раду је представљена и разлика између цивила и учесника у оружаним сукобима. Што се тиче статуса цивила, односно цивилног становиштва, изнети су и правни и политички услови за добијање овог статуса. Указано је и на опасности које са собом носи могућност да лица мењају свој статус, односно да наизменично буду цивили - борци. На крају ове главе дата је генеза правила о заштити цивила и цивилног становништва у оружаним сукобима. Представљен је историјски развој ове заштите, али и генеза правне традиције у овој области. Дате су назнаке да су нека правила постојала још код старих народа, наравно не у оном облику у ком га данас истражујемо и изучавамо. Трећа глава „Оружани сукоби“ (обухвата: Појам, елементи и карактеристике оружаних сукоба, Врсте оружаних сукоба, Однос војне потребе и заштита цивилног становништва као једно од начела хуманости). У овој глави је дефинисан појам и утврђене каратктеристике оружаних сукоба. Циљ је да се кроз дефиницију утврде у којим је случајевима истраживан положај и заштита цивила. Дефинисани су и други појмови који су у вези са оружаним сукобом, као на пример оружане снаге, бојишна просторија, ратиште, напад итд. Представљен је и просторни елемент у одређивању заштите цивила, односно на ком то простору се заштита спроводи. Утврђен је и низ врста и облика оружаних сукба који са собом доносе и различита правила везана за заштиту цивила.

Doctoral thesis "International Legal Protection of Civilians in Armed Conflicts" by candidate Milos Joncic was performed on 339 pages of text and is divided into seven chapters. The first chapter presents introductory considerations. Within the framework of which are based on further investigation. The second chepter "Civilians and the Civilian Population" (includes the following addresses: The term of civilians and civilian population, Distinctions between the soldiers and civilians, Genesis protection of civilians and civilian populations in armed conflicts). The third chapter "Armed Conflict" (including: Term, Elements And Characteristics Of The Armed Conflict, The Types of Armed Conflict, The Ratio of Military Needs and The Protection of the Civilian Population as one of The Principles Of Humanity) defines the term and sets of characteristics of the armed conflict. Defined other concepts that are related to the armed conflict such as the Armed Forces, a Battlefield, Attack... It was pointed out the existence of any armed confrontation lines which it is impossible to determine, clearly and precisely, what type they belong to. In particular, it pointed to the emergence of new forms of use of force in international relations and the emergence of new participants in these applications forces. The fourth chepter is "International legal instruments on the protection of civilians and civilian population in armed conflicts" (includes the following titles: International legal instruments, The Convention on the Protection of Civilians in Armed Conflict of 1949 (IV Geneva Convention), Protocol I and II to the Geneva Conventions of 1949, the Final Declaration of the International conference on the protection of victims of war of 1993, the usual rules of law in the protection of civilians and civilian g population, judgments of international courts and international tribunals as an extra source of law in the protection of civilians in armed conflict). This Chepter was pointed out that the normative basis in this area are good but there is always room for improvement. The fifth chepter "Forms Of Protection Of Civilians And Civilian Population In Armed Conflicts" (contain the following titles: General protection of populations against certain consequences of war, protection of the civilian population in terms of the conduct of military operations, the distinction between civilian objects and military objectives, Buildings and installations containing dangerous forces , protection of space and facilities necessary for the survival of the civilian population, Cities and areas under special protection, protection of cultural property, precautions in attack, Specific methods of warfare, with a shakedown ION hunger and access to humanitarian aid, forced relocation, protection of the civilian population gained the terms fall under the power of the enemy nation, prohibition of killing, inhuman treatment and discrimination, prohibition of torture, looting of the civilian population, prohibition of the taking of hostages and the use of human shields, Position of internees, Responsibility for violation of the rules on the protection of civilians in UN peacekeeping missions).
