Social inclusion and respect for fundamental human and minority rights is of increasing importance for all countries joining the European Union, as well as to the organizaton itself and its member states. The fact is that the EU was created and developed its influence primarily on the basis of economic topics. It is important, first of all, to keep in mind that EU accession is seen as a necessary tool for the creation of an open and democratic society, and not just as an objective for the fulfillment of standards. From this perspective, it is extremely important to create a society in which the most vulnerable groups have the right to exercise their options and needs as well as the society in which a stronger role of its weakest members is needed, the society in which social inclusion and strong social cohesion is achieved. With this in mind, development and respect for the culture of human rights is a fundamental prerequisite for inclusion in the system of relations that the EU creates. Customization and achievement of standards and rules in the area of human rights involves the construction of a social system which is able to fully apply these standards in the country, and to promote and develope it. Social inclusion of Roma is analyzed in theoretical and legislative aspects, and it is analyzed in comparisons and case studies with the countries of the region and several EU member states. The analysis was carried out using a hypothetical – deductive method, as a method that suggests itself because of the need to create links between empirical and theoretical thinking, while the scientific objective is precisely scientific analysis of social inclusion of Roma in the countries joining the EU. The thesis is of social importance because, first of all, points public attention to issues that have not been adequately positioned on the list of priority in majority of countries. Although not fully defined and developed, criteria to comply with the policies of social inclusion of Roma entails the government's capacity to assume the obligations that exist in this field during the accession and preparation to assume the obligations that come with full membership in the EU. Therefore the social inclusion can be referred to as fundamental process without which neither EU membership, nor further steps along that way are possible.

Социјално укључивање и поштовање основних људских и мањинских права од све је већег значаја за све државе које приступају Европској унији, као и за њу саму и њене земље чланице. Чињеница је да је ЕУ настала и развила свој утицај пре свега на основу економских тема. Изузетно је важно, имати у виду да је приступање ЕУ потребно сагледати као средство за стварање отвореног и демократског друштва, а никако као циљ који треба испунити остваривањем стандарда. Из те перспективе битно је створити друштво у којем и најосетљивије групе имају пуно право да остварују своје могућности и потребе, односно друштво у којем јача улога и његовог најслабијег члана, друштво у ком је остварено социјално укључивање и у ком је јака социјална кохезија. Имајући наведено у виду, развој и поштовање културе људских права основни је предуслов за укључивање у систем односа које ЕУ ствара. Прилагођавање и постизање стандарда и правила у области људских права подразумева изградњу друштвеног система који је у стању да те стандарде потпуно примењује у држави, као и да их унапређује и развија. У овом раду, социјално укључивање Рома и Ромкиња анализирано је из теоријског и легислативног аспекта, уз примену компаративне анализе и студије случаја у државама региона и неколико земаља чланица ЕУ. У раду је коришћен хипотетичко-дедуктивни метод, који се наметнуо због потребе стварања везе између искуствених и теоријских мишљења, док је научни циљ анализа усклађивања политика социјалног укључивања Рома и Ромкиња у државама које приступају ЕУ, са фокусом на Србији. Теза је оријентисана ка усмеравању пажње јавности на теме које нису адекватно позициониране на листи приоритета држава, те је друштвени значај оваквог истраживања евидентан. Иако није у потпуности одређен и развијен, критеријум усклађивања с политикама социјалног укључивања Рома и Ромкиња подразумева капацитет државе да преузме обавезе из те области које су пред њом током приступања, али и припрема за преузимање обавеза које са собом носи пуноправно чланство у ЕУ. Самим тим се о социјалном укључивању може говорити као о фундаменталном процесу без кога нити чланство у ЕУ нити даљи кораци на том путу, нису могући.
