In modern science lead the debate on the model of social intervention that gave good results and created conditions for a dignified and decent life for children and youth with disabilities. The subject of this paper is to show that if children with disabilities are given adequate support, within the existing system of social protection, they open the way towards greater social inclusion. In the quest to identify the services and service of social protection of the population are opened following issues: on the one hand accessibility issues, opportunities, constraints and early intervention that our system provides; On the other hand the question of the need of cooperation and participation of parents in the planning of the intervention process. The aim of this paper is to examine the role of institutions and agencies in the provision of services and the provision of support and emphasize the importance of partnership and cooperation between these agencies and the families of children with disabilities. Methodology idea is to analyze current domestic and foreign legislation and presents previous research in this area; semi-structured interviews with service providers who respond to parameters which assess the level of support needs; and examine the service users questionnaire on sustainability, durability and effects services. This study should be seen as an attempt to determine the necessity of empirical indicators of functional connection between the service provider with the family service users in the process of assessment of the need for additional support.

У модерној науци води се дебата о моделу социјалне интервенције који би дао добре резултате и створио услове за достојанствен и квалитетан живот деце и младих са сметњама у развоју. Предмет овог рада јесте да прикаже да уколико деца са сметњама у развоју добију одговарајућу подршку, коју пружа постојећи систем социјалне заштите, отворен им је пут ка већој социјалној укључености. У трагању за утврђивањем услуга и сервиса социјалне заштите ове популације отварају се следећа питања: с једне стране питања доступности, могућности, ограничења и ране интервенције које наш систем пружа; а са друге стране питање потреба, сарадње и учешћа родитеља у планирању интервентног процеса. Циљ овог рада јесте да преиспита улогу институција и служби у пружању и обезбеђивању услуга подршке и укаже на значај партнерских односа и сарадње тих служби и породице деце са сметњама у развоју. Методолошка замисао јесте да се анализирају постојеће домаће и стране законске регулативе и прикажу досадашња истраживања из ове области; полуструктурисаним интервјуом са пружаоцима услуга начињен је покушај да се одговори који су то параметри на основу којих процењују ниво потребе за подршком; и испитани су корисници услуга упитником, о одрживости, трајности и ефектима услуга. Ово истраживање треба разумети као покушај да се емпиријским показатељима утврди неопходност функционалне повезаности пружаоца услуга са породицом корисника услуга у процесу процене потреба за додатном подршком.
