A part from numerous predictions that the social state would succumb to the challenges of the contemporary society this still continues to exist as one of the most important forms of social rights realization as well as citizens’ social security. One of the most important challenges of the social state development is certainly a neoliberal model of the social development which is not at the least prone to the social state but which is unfortunately a dominant form of the theoretic paradigm and the political practice of our time. Since the existence of choice between these two models of the social and the political development there is a particular model for the organizing of the poverty reduction strategy and social cohesion achievement. The social state in the contemporary society characterized by dynamic, social and political changes is continuously facing numerous institutional and social problems. The object of this research is the existence of social state models, its poverty reduction strategy, especially pointing out to those models and the institutional practice of these problems on the example of Serbia from 2000 to 2013. The main hypothesis of this paper is that the social state as a complex, institutional and political issue has a long term social challenge to fight out the problem of poverty whilst at the same time achieving 9 the social cohesion. This problem cannot be surpassed unless in the contemporary society the neoliberal concept of the contemporary state stops being a dominant one...

Социјална држава, и поред бројних предвиђања да ће подлећи под изазовима савременог друштва, и даље наставља да постоји као један од најзначајнијих начина остваривања социјалних права и социјалне сигурности грађана. Један од најважнијих изазова развоју социјалне државе јесте свакако неолиберални модел друштвеног развоја који није ни мало наклоњен социјалној држави, а који је на жалост постао доминантан облик теоријске парадигме и политичке праксе нашег времена. Од избора ова два модела друштвеног и политичког развоја зависи и начин на који ће бити организовани стратегија редуковања сиромаштва и остваривање социјалне кохезије. Социјална држава се у савременом друштву, које карактеришу динамичне друштвене и политичке промене, континуирано налази пред бројним институционалним и социјалним питањима. Предмет истраживања овог рада представљају модели социјалне државе, њена стратегија редуковања сиромаштва, као остваривање социјалне кохезије у контексту динамике савременог друштва, са посебним компаративним освртом на облике и институционалну праксу ових питања на примеру Србије у периоду од 2000. до 2013. године. Главна хипотеза од које овај рад полази је да социјална држава као комплексно институционално и политичко питање има дуготрајан социјални изазов да се избори са проблемом сиромаштва уз истовремено остваривање социјалне кохезије, а који не може бити превазиђен уколико и даље у савременом друштву доминира неолиберални концепт савремене државе...
