The review of the literature has shown great efforts of the authors who tried to define the methodology for calculating the composite road safety index on a territory. The question that has not been fully resolved yet concerns the selection of indicators. Road safety performance index (RSPI) obtained on the basis of a larger number of safety performance indicators (SPIs) enable decision makers to more precisely define the earlier goal- oriented actions. Providing high quality national and international databases that would include comparable SPIs seems to be difficult since a larger number of territories dispose of a small number of identical indicators available for use. Therefore, there is a need for calculating a RSPI with a limited number of indicators (RSPIlnn) which will provide a comparison of a sufficient quality, of as many territories as possible. The application of the Data Envelopment Analysis method and correlative analysis has helped to check if the RSPIlnn is likely to be of sufficient quality. A strong correlation between the RSPIlnn and the RSPI has been identified using the proposed methodology. Based on this, the most contributing indicators and methodologies for gradual monitoring of SPIs, have been defined for each territory analyzed. This will help achieve the standardization of indicators that need to be monitored including data collection procedures. A smaller set of significant indicators defined in this manner can serve for a simple аnd fast understanding of a road safety situation. This universal index approach is applicable in cases when a broader comprehensive set of indicators is analyzed, which provides a rank the territories in a more meaningful way.

Анализирајући научну литературу, уочава се огроман напор аутора да дефинишу методологију за прорачун композитног индекса безбедности саобраћаја (КИБС) на некој територији. Питање које још није у потпуности решено, односи се на избор индикатора за прорачун композитног индекса. КИБС добијен на основу шире листе индикатора безбедности саобраћаја (ИБС) омогућава доносиоцима одлука прецизније дефинисање благовремених мера за унапређење. Међутим, тешко је обезбедити квалитетне базе података које обухватају упоредиве ИБС, јер је мали број истих индикатора доступан за већи број територија. Практично, јавља се потреба за прорачуном КИБС са ограниченим бројем индикатора (КИБСогрn) који обезбеђује довољно квалитетно поређење што више територија. Поузданост КИБСогрn је анализиран применом методе Анализа обавијања података (DEA) и корелационе анализе. Предложеном методологијом утврђена је јака линеарна зависност између вредности КИБСогрn и КИБС. На основу тога, дефинисани су најутицајнији индикатори и фазе праћења ИБС што доприноси стандардизацији индикатора и процедурама прикупљања података. Овако дефинисан мањи сет најзначајнијих индикатора може послужити за једноставно поређење стања безбедности саобраћаја на територији и процени ефеката предузетих мера. Такође, овај приступ прорачуна КИБС је примењив у случајевима када се анализира шири сет индикатора што обезбеђује прецизнију идентификацију кључних проблема и поузданије поређење територија.
