Приликом конципирања приједлога ове докторске дисертације, постављено је питање улоге Интернета у савременом друштву у контексту ширења и/или угрожавања комуникационе слободе субјеката глобалног комуницирања. Полазећи од основне хипотезе да Интеренет данас представља колико агенс развоја демократског потенцијала глобалног комуницирања толико и средство за ограничавање слобода субјеката овог облика комуникационе праксе, опредијелили смо се да анализирамо све релевантне појаве и процесе из једне нове перспективе која заступа и афирмативни и критички однос према Интернету. Пресудну улогу за отварање наведене перспективе одиграо је низ „узбуњивања“ глобалне јавности о начинима и могућностима злоупотребе Интеренета у политичке и/или војно-безбједоносне сврхе. Дакле, ова теза је посвећена свакако актуелној и у комуникологији недовољно проучаваној теми...

When formulating the proposal of this dissertation, a question has been posed whether the Internet in the contemporary society develops and/or endangers communication freedom of the participants in global communication. Starting from the working hypothesis that the Internet nowadays represents as much as an agent of development of the democratic potential of global communications, so much as a medium for restriction of the freedom of the subjects of this form of communication practices, we decided to analyze all relevant phenomena and processes from a new perspective that represents both affirmative and critical approaches to the Internet. The crucial role for introducing the mentioned perspective was a series of “whistleblowings” to the global public about the manners and possibilities of the Internet abuse in political and/or military purposes.
