Дискриминација је веома сложена појава која је заступљена на свим нивоима друштва, у бројним облицима недозвољеног понашања. У једном или другом облику, ова појава је представљала проблем од самог почетка човечанства, па све до данас. Стога, овом проблему није довољан индивидуални, већ систематски приступ. Анализа појма дискриминације јесте нужан али не и довољан услов за стицање потпуног сазнања о обиму дискриминације и облицима дискриминаторног понашања. Сложеност овог феномена огледава се у чињеници да још увек не постоји уједначена опште прихватљива дефиниција појма дискриминације. Имати свест о овом проблему је од велике важности за ефикасну борбу против дискриминације. Борба против дискриминације не значи да у једном друштву неће бити дискриминације, већ да је свест грађана тог друштва знатно већа и да је мање вероватно да ће нове генерације одрастати у друштвима којa су заснованa на предрасудама. У том контексту, дисертација ће представити најзначајније аспекте антидискриминационих система земаља Југоисточне Европе који имају суштинску улогу у сагледавању проблема дискриминације и институционалне постављености у борби против дискриминације. Тренутна економска криза, као и историјски догађаји који су пратили дезинтеграцију земаља Југоисточне Европе су специфичан разлог широко распрострањене дискриминације у овим земљама. Иако је право на једнакост камен темељац појма људских права и произилази из урођеног и неодвојивог достојанства сваког појединца, ово природно право никада није у потпуности било омогућено свим људима, нити у прошлости, нити данас. Појам дискриминације регулише свака модерна и демократска земља. Међутим, регулисање не значи и комплетна заштита од дискриминације.

Discrimination is a very complex phenomenon which is represented on all levels of society, in many forms of illicit behavior. In one form or another, this phenomenon has been a problem from the beginning of mankind until today. Therefore, this problem is not enough individual, but a systematic approach. Analysis of the concept of discrimination is necessary but not sufficient condition to gain full knowledge of the extent of discrimination and forms of discriminatory behavior. The complexity of this phenomenon is reflected in the fact that there is still no uniform generally acceptable definition of the concept of discrimination. Having an awareness of this problem is of great importance for an effective fight against discrimination. The fight against discrimination does not mean that in any society there will be no discrimination, but that the citizens' awareness has significantly increased and that it is less likely that a new generation growing up in societies that are based on prejudice. In this context, the thesis will present the most important aspects of anti-discrimination systems of the countries of Southeast Europe who have a crucial role to play in view of the problem of discrimination and institutional setting to the fight against discrimination. Тhe current economic crisis, as well as the historical events that accompanied the disintegration of the countries of Southeast Europe have a specific reason for widespread discrimination in these countries. Although the right to equality is the cornerstone of the notion of human rights and stems from an innate and inherent dignity of each individual, this natural law has never been fully provided to all human beings, neither in the past nor today. The concept of discrimination is regulated every modern and democratic country. However, the regulation does not mean complete protection from discrimination.
