Ангажовање приватних војних и безбедносних компанија представља релативно нов феномен у међународним односима и операцијама подршке миру. Омогућено је применом принципа уступања јавних послова, који је, опет изазван захтевима за смањењем државне потрошње, а утемељен у економском учењу неолиберализма. Крај Хладног рата, еволуција у пракси операција подршке миру и најзад, нови амерички интервенционизам који је свој крајњи израз доживео у Ираку и Авганистану јесу чиниоци који су допринели настанку контекста у коме је уступање јавних послова приватним војним и безбедносним компанијама било могуће. Оно је, међутим, водило нарушавању принципа демократске контроле и одговорности; што се негативно одразило на легитимитет операције и сам процес изградње мира у земљи пријема. Свесне размера пропуста, више држава, али и удружења која су окупљала компаније предузеће напоре усмерене на међународно регулисање њиховог рада. Две иницијативе су се у овом смислу показале нарочито значајним – Документ из Монтреа и Међународни кодекс поступања

Work done by private military and security companies presents a relatively new phenomenon in international relations and peace support operations. Enabled by principles of outsourcing, which were again caused by repeated requests for cuts in public spending, this shift in paradigm was grounded in economic teachings of neoliberalism. The end of the Cold War, the evolution in practice of peace support operations and finally, new American interventionism best exemplified in Iraq and Afghanistan all contributed to creation of a context where outsourcing to private military and security companies was possible. This, however, led to repeated breaches of principles of democratic control and accountability; eroding legitimacy of both the operation and the peacebuilding process. Aware of the gravity of their omission, several countries and industry associations will undertake effort aimed at international regulation of companies’ work. Two initiatives have proven to be particularly important in this regard – the Montreux Document and the International Code of Conduct
