Област ретких болести, данас је још увек недовољно истражена у оквиру медицинских наука, као примарне области истраживања, те су свака даља истраживања у оквирима других научних области нераскидиво везана за напредак у примарној области. Ово свакако укључује и утврђивање и анализу друштвеног положаја и пратећег правног статуса лица оболелих од ретких болести са циљем заштите њихових основних људских права, што подразумева и права из групе економско-социјалних, односно права на (достојанствен) рад, права на социјалну и права на здравствену заштиту. Дефинисање ретких болести као медицинске категорије, њихова класификација и кодификација, као и израда регистра полазни су основи за свако даље истраживање које се односи на утврђивање социјалноправног статуса и могућности за предвиђање посебних, односно додатних мера за заштиту права на (достојанствен) рад, права на социјалну и здравствену заштиту оболелих лица, али и чланова њихових породица, узимајући у обзир то, да ретке болести утичу на квалитет живота не само оболелог лица већ и чланова његове уже породице. Данас не постоји универзално прихваћена дефиниција нити класификација ретких болести већ се за дефинисање узимају статистички подаци о учесталости испољавања болести на одређеном географском простору где критеријуме за дефинисање одређују национални регулаторни органи, те се дефиниције и модели класификације разликују међу државама. У оквиру Светске здравствене организације формирана је посебна комисија за попис, кодификацију и класификацију ретких болести, а ретке болести треба да буду укључене у најновију Међународну класификацију болести Светске здравствене организације чиме се омогућава даље препознавање у оквирима националних здравствених система.

Due to the fact that the issue of rare diseases is not sufficiently researched in the primary scientific area i.e. in medicine and genetics, all further research in other scientific areas is inextricably linked to the progress in medicine and genetics. Consequently, this also refers to the determination and analysis of social and legal statuses of people with rare diseases aimed at protecting their fundamental human rights, i.e. those from the group of socio-economic rights – right to work, right to social protection and right to health care. Definition of the medical category of rare diseases, rare diseases classification and codification, creation of the rare disease registry and definition of health and other issues related to the problems that patients with rare diseases have are of great importance to their general status and to the protection of their socio-economic rights. Additional protecting measures are necessary for the exercising of these rights, taking into consideration the fact that rare diseases have a strong influence on the quality of life of persons affected as well as on their family members. There is neither unique classification of rare diseases nor generally accepted definition of rare diseases today. Statistical data on the incidence of the manifestation of certain diseases in particular geographic areas are used for defining rare diseases. The criteria for rarity are defined by national regulatory bodies. The definitions of rare diseases and classification models are different in various states depending on the development of registries and medical services.Most rare diseases are absent in the current International Classification of Diseases (ICD10) of World Health Organization. World Health Organization established Topic Advisory Group for Rare Diseases to serve as a planning and advisory body in the update and revision process in order to create the better codification and classification of rare diseases for the purpose of the future 11th version of the International Classification of Diseases.
