Докторска дисертација Југословенска државна политика на Косову и Метохији 1958-1974. је заснована на необјављеној грађи из Архива Југославије, Архива Србије, Дипломатског архива Министарства спољних послова Републике Србије и Војног архива, на објављеним изворима, мемоарским белешкама и штампи, као и на стручној историографској литератури. Посебно корисним показали су се архивски фондови који се односе на деловање Савеза комуниста Југославије, Савеза комуниста Србије и Савеза комуниста Косова, Безбедносно-информативну агенцију и југословенско-албанске односе. Хронолошки оквир теме одређен је између Седмог и Десетог конгреса СКЈ, односно од 1958. године када је Југословенска држава почела да показује веће интересовање за Косово и Метохију кроз појачна економска улагања и деловање Комисије за националне мањине ЦК СКЈ до 1974. године када је донет нови Устав СФРЈ и завршен процес државног и партијског преобликовања Југословенске федерације. У међувремену су се одиграли значајни догађаји који су утицали на дефинисање државне политике према Косову и Метохији, попут територијалног заокруживања Косова и Метохије 1959. и њеног прерастања из Области у Покрајину 1963. године, отварања националног питања на Осмом конгресу СКЈ 1964. године, Брионског пленума из 1966. године, првог и другог таласа уставних амандмана 1967-1968. и 1971-1972. године, Четрнаестог пленума ЦК СКС и демонстрација на Косову и Метохији 1968. године, деловања српских либерала до 1972. године, али и формирања Фонда федерације за кредитирање привредног развоја привредно недовољно развијених република и крајева 1965. године и Приштинског универзитета 1969. године и интензивирања исељавања српског и црногорског становништва са Косова и Метохије. Основни циљ ове докторске дисертације био је да прикаже еволуцију политике Југословенске државе према Косову и Метохији у добу када је комплетну државну политику дефинисао Савез комуниста Југославије. У том погледу намеће нам се закључак да је државна политика излажења у сусрет захтевима и потребама становништва албанске националности на Косову и Метохији, које је чинило више од две трећине укупног станоништва овог подручја, од 1958. до 1974. године била само појачна са намером да се пацификују њихове иредентистичке тежње усмерене на припајање Косова и Метохије Албанији, односно да се кроз повећана економска улагања, бољу кадровску заступљеност у државним, партијским и друштвеним органима, дозвољавање успостављања присних веза са матицом Албанијом и толерисање различитих ексцеса они учине лојалним грађанима Југославије. То је посебно било уочљиво од Брионског пленума из 1966. године, када је Покрајина поступно кроз уставну реформу стекла већу самосталност унутар Југословенске федерације. Наведени процес чињен је на штету неалбанских народа на Косову и Метохији, који су на различите начине били свесно дискриминисани од стране државних органа и приморавани на исељавање, а што је оставило последице трајног карактера у међунационалним односима.

Phd thesis Yugoslav state policy on Kosovo and Metohija 1958 – 1974 is based on the unpublished resources from the Archive of Yugoslavia, Archive of Serbia, Diplomatic Archive of the Ministry of Foreign Affairs of the Republic of Serbia and Military Archive, on the published resources, memoir notes and press, as well as on the professional historiography literature. Archive funds which refer to the activities of the League of Communists of Yugoslavia, League of Communists of Serbia, League of Communists of Kosovo, Security Information Agency and Yugoslav – Albanian relations appeared as especially useful. The chronological framework of the topic is determined between the Seventh and the Tenth Congress of the LCY, or in other words, from 1958, when Yugoslav state started to demonstrated bigger interest for Kosovo and Metohija through increased economic investements and activities of the Commission for National Minorities of the CC of the LCY, until 1974, when the new Constitution of the SFRY was adopted and when the process of party and state transformation of Yugoslav federation was finished. In the meantime, important events which influenced the defining of state policy towards Kosovo and Metohija took place, such as the determination of territory of Kosovo and Metohija in 1959 and its transformation from District to Province in 1963, the openning of the issue of national self - determination on the Eight Congress of the LCY in 1964, the Brioni Plenum in 1966, the first and second wave of constituional amendments in 1967 – 1968 and in 1971 – 1972, the Fourteenth Plenum of the CC of the LCY and demonstrations on Kosovo and Metohija in 1968, the activities of Serbian liberals until 1972, but also the formation of the Fund of Federation for the Financing of Economic Development of the Republics and Regions which were not economically developed in 1965 and the University of Prishtina in 1969 and more and more frequent emigration of Serbian and Montenegrin population from Kosovo and Metohija. The basic objective of this thesis was to give an overview of the evolution of the policy of Yugoslav state towards Kosovo and Metohija in the time when the whole state policy was defined by the League of Communists of Yugoslavia. In this regard, it can be concluded that the state policy which aimed at meeting the requirements and needs of the population of Albanian nationality on Kosovo and Metohija which consisted more than two thirds of the whole population in this area, from 1958 to 1974, was just intensified with the intention to pacify their irriedentist aspirations which were directed towards the annexation of Kosovo and Metohija to Albania, or in other words, it was an attempt to make them loyal citizens of Yugoslavia through increased economic investements, better representation in the staff of state, political and social organs, permission to make closer connections with Albania and tolerance to different excesses. This was especially noticable since the Brioni Plenum in 1966, when the Province, gradually through the constitutional reform, gained more independence within Yugoslav federation. The mentioned process was done at the expense of non – Albanian population on Kosovo and Metohija which was intentionaly discriminated by the state organs and forced to move away , what left the consequences of permanent nature in interethnic relations.
