Тhe aim of this dissertation is to analyze the systems of government in modern federations, specifically to answer the question of how the most diverse forms of political organization “behave” within a modern federal state and which forms are most “suitable” for it. To reach this goals, the author first “travels through the past” in the initial part, in order to determine the reasons and factors that influenced the emergence, development, and evolution of specific systems of government in selected federations, as well as the federal state structure itself. The second part of the dissertation focuses on the “present,” conducting a normative analysis of all current systems of government, enriched with practical examples. The third part of the dissertation is dedicated to assessing the compatibility of all existing systems of government with the key characteristics of a modern federal state. In other words, in this part of the dissertation, the author examines how the fundamental elements of each system of government — legislative and executive power — interact with the most significant features of a federal state, and how electoral and party systems, as well as the distribution (allocation) of competences, further influence their mutual functioning. Finally, the concluding considerations are devoted once more to the “present,” summarizing all the previous findings reached by the author, and, to some extent, to the “future,” by offering certain answers to specific dilemmas that burden the further evolution of systems of government in modern federations.

Циљ ове дисертације је анализа система власти у модерним федерацијама, односно давање одговора на питањa како се то најразличитији облици организовања политичких власти ,,понашају“ унутар модерне, федералне државе односно који joj највише ,,одговара“. Да би до њих дошао, аутор у првом делу најпре ,,путује кроз прошлост“, како би утврдио који су све разлози и чиниоци утицали на настанак, развој и еволуцију појединих система власти у одабраним федерацијама, али и федералног државног уређења. Други део докторске дисертације усмерен је ка ,,садашњости“, односно нормативној анализи свих актуелних система организације власти, обогаћеној практичним примерима. Трећи део дисертације намењен је мерењу компатибилности свих постојећих система власти са кључним обележјима модерне федералне државе. Другим речима, аутор у овом делу дисертације сагледава како се градивни елементи сваког система власти – законодавна и извршна власт - понашају у додиру са најзначајнијим обележјима федералне државе, односно како то изборни и страначки системи и расподела надежности додатно утичу на њихово међусобно фукционисање. Напослетку, закључна разматрања посвећена су још једном – садашњости, односно сублимирању свих ранијих резултата до којих је аутор дошао, али у извесној мери и будућности – давањем одређених одговора на поједине дилеме којe оптерећују даљу еволуцију система власти у модерним федерацијама.
