Циљ истраживања је да се сагледа и утврди државно-правни положај Дукље,односно земље Зете, у односу на друге српске средњовековне земље, као и у односу нацентралну власт у држави Немањића и Деспотовини. Дукља је крајем X века посталасредиште српских средњовековних земаља, а унутар њених политичких граница налазиле сусе Травунија и Захумље, а повремено Рашка и Босна. Крајем XI и почетком XII века дошло једо слабљења власти у Дукљи и премештања средишта српских земаља на простор Рашке.Име Зете је од краја XII века постепено почело да потискује стари назив Дукље, из разлогашто је Стефан Немања након што су се Дукља и Далмација нашле у оквирима његоведржаве, приступио формирању нових удеоних кнежевина и решавању унутрашњих односа удржави. Тада је дошло до формирања земље Зете као посебне управне јединице која јеповерена Вукану Немањићу. Зета је током читаве епохе Немањића, а и касније уДеспотовини била управно – територијална јединица, односно земља. Управо је земља Зетачинила језгро Зетске епархије, која се простирала на ширем подручју наспрам осталихепархија Српске цркве. За разлику од других старих српских земаља, Зета је у доба српскогцарства била директно потчињена царевима Душану и Урошу. У оквиру државе НемањићаЗета није била одвојена целина са аутономијом, већ је била само једна од територија којом сууправљали престолонаследници или други чланови владарске породице, с тим да ни тауправа није била непрекидна. У доба када се Зета налазила под Балшићима, тек се одвремена Ђурђа II Страцимировића легитимитет власти градио на немањићким традицијама,што је овом зетском господару омогућило да иступа као суверени владар. Немањићкетрадиције и одлике српске државности очувале су се и у време Црнојевића.

The goal of this research is to examine and determine the legal and political status ofDuklja, or the land of Zeta, in relation to other medieval Serbian lands, as well as in relation to thecentral authority in the state of the Nemanjić dynasty and the Despotate. By the end of the 10thcentury, Duklja became the center of Serbian medieval lands, with Travunia and Zahumlje withinits political borders, and occasionally Raška and Bosnia. At the end of the 11th and the beginning ofthe 12th century, the power in Duklja weakened, and the center of Serbian lands shifted to the areaof Raška. From the end of the 12th century, the name Zeta gradually began to replace the oldername of Duklja, because Stefan Nemanja, after Duklja and Dalmatia became part of his state, beganthe formation of new territorial principalities and resolving internal relations in the state. This led tothe formation of the land of Zeta as a separate administrative unit, entrusted to Vukan Nemanjić.Throughout the entire era of the Nemanjić dynasty and later in the Despotate, Zeta remained anadministrative-territorial unit, or land. The land of Zeta formed the core of the Zeta Diocese, whichextended over a larger area compared to other dioceses of the Serbian Church. Unlike other oldSerbian lands, Zeta during the time of the Serbian Empire was directly subordinated to EmperorsDušan and Uroš. Within the Nemanjić state, Zeta was not an autonomous entity, but merely one ofthe territories managed by the heirs to the throne or other members of the ruling family, althougheven this administration was not uninterrupted. During the time Zeta was under the Balšić family, itwas only from the time of Đurađ II Stracimirović that the legitimacy of authority was built onNemanjić traditions, which allowed this Zetan ruler to act as a sovereign ruler. The Nemanjićtraditions and the characteristics of Serbian statehood were preserved even during the time of theCrnojević dynasty.
