The subject of this paper is the influence of organizational factors on the quality of learning outcomes in primary education. The paper describes in detail the infrastructural conditions, characteristics of the teaching process, th e impact of the curriculum, teacher competencies, prior knowledge, motivation and school management as determinants of the quality of learning outcomes. In the research part of the paper, a survey was conducted in which teachers, professional associates an d school principals were interviewed. The analysis of the obtained data revealed which of the examined factors have the most significant influence on the quality of learning outcomes, depending on the category of respondents. The most important influenc e in the process of achieving better learning outcomes in the opinion of employees obtained by the survey has the school management (principals), while multicriteria ranking of attitudes of principals fuzzy SWARA method (Step wise Weight Assessment Ratio A n alysis) on the importance of examined organizational factors and analysis of their impact on learning outcomes in primary education, it was concluded that teachers and their knowledge, experience, skills and competencies that they possess and that they ma n ifest and apply during the teaching process have the greatest impact on learning outcomes. The results obtained by the research can represent useful information and criteria for decision makers (managers) to influence the organizational factor that is d etermined by the rank as the most important in relation to the goal that the organization wants to achieve and which will most contribute to achieving the goal in existing conditions. Research has also shown that school management has an impact on the sel e ction and building of teacher competence, as well as that given competence can indirectly affect the overall success of students through the establishment of adequate school infrastru cture. The paper concludes that the adequate infrastructure of the schoo l institution has a significant impact on the quality of students' initial knowledge, and thus on their overall success.

Предмет проучавања овог рада јесте утицај организационих фактора на квалитет исхода учења у основном образовању. У раду се подробније описују инфраструктурни услови, карактеристике наставно г процеса, утицај курикулума, компетенција наставника, предзнања, мотивације и менаџмента школе као детерминанте квалитета исхода учења. У истраживачком делу рада спроведена је анкета у којој су анкетирани учитељи/наставници, стручни сарадници и директори школа. Анализом добијених података дошло се до сазнања о томе који од испитиваних фактора имају најзначајнији утицај на квалитет исхода учења и то у зависности од категорије испитаника. Најважнији утицај у процесу постизања бољих исхода учења по мишљењу запослених добијених анкетом има менаџмент школе (директори), док се вишекритеријумским рангирањем ставова директора фази SWARA методом ( Step wise Weight А ssessment Ratio А nalysis ) о значају испитаних организационих фактора и анализом њиховог утицаја на к валитет исхода учења у основном образовању дошло до закључка да највећи утицај на исходе учења имају наставници и њихово знање, искуство, вештине и компетенције које поседују и које испољавају и примењују током наставног процеса. Резултати добијени истр аживањем могу пред стављати корисну информацију и критеријум за доносиоце одлука (менаџере), да приликом доношења одлука утичу на онај организациони фактор који је рангом утврђен као најзначајнији у односу на циљ који организација жели да постигне и који ћ е највише допринети остварењу датог циља у постојећим условима. Истраживање је такође показало да менаџмент школе има утицај на одабир и изградњу компетентности наставника, као и да дата компетентност може индиректно утицати на укупан успех ученика преко у с постављања адекватне инфраструктуре школске установе. У раду се закључује да адекватна инфраструктура школске установе има утицај на квалитет исходних знања ученика, па самим тим и на њихов укупан успех.
