Taking into consideration the complexity and multidisciplinarity of the land use issues, the subject of this doctoral dissertation is limited to land use changes and land ownership changes from the spatial planning aspect. The research has also comprised the components of the land policy related to this issues (land tenure, land administration, land acquisition, etc.). Spatial planning has fundamental impacts on land control as a legal instrument of the state for the realisation of the public interest. In this regard, the task of spatial planning is to find a balance between the owner’s right to use his/her land and the public interest, thus, in this sense, a link between the planning, legal framework and owner's rights to and interest in the land is crucial. A special attention in the doctoral dissertation is paid to the forms of limitation of the land ownership stemming from the state’s intervention aiming at the implementation of the public interest. The planning establishes the obligations and limitations on the land in respect of land use, thus, as a rule, it implies the limitations of the land ownership (e.g. through the change in ownership relations, obligation of protection, rules for land development, etc.) or full exemption in land use change for the public purposes, which also requires entry in land registry (real estate cadastre, etc.). At the same time, the doctoral dissertation investigates the methods and procedures of the recent approaches of strategic and integrated planning typical for sustainable planning and management of agricultural land. In this respect, there is an increasing need for evaluation of land resources in the process of vi planning, as well as for integration of recent approaches in the prevention of land degradation into this process, in order to adequately use the planning instruments for careful control of agricultural land use change...

Полазећи од сложености и мултидисциплинарности области коришћења земљишта, предмет истраживања у овој докторској дисертацији ограничен је на промене начина коришћења земљишта и власништва над земљиштем са аспекта просторног планирања, а обухватио је и компоненте земљишне политике које се на ова питања односе (право држања и коришћења земљишта, земљишна администрација, прибављање земљишта и др.). Просторно планирање има фундаменталне утицаје на контролисање земљишта, као легалног инструмента државе за остваривање јавног интереса. При томе, има задатак да пронађе баланс између права власника да користи своје земљиште и јавних интереса, те је, у овом смислу, кључна спона између планирања, законских оквира и власничких права и интереса на земљишту. У дисертацији се нарочита пажња даје облицима ограничавања права власништва над земљиштем који произилазе из интервенције државе у циљу спровођења јавног интереса. Планирањем се успостављају обавезе и ограничења на земљишту у погледу начина коришћења, те, по правилу, подразумева рестрикцију права власништва (нпр. променама власничких односа, обавезом спровођења заштите, правилима уређења и сл.) или потпуно изузимање код промене начина коришћења за јавне намене, што захтева и спровођење кроз евиденције о земљишту (катастар непокретности и др.). ii Истовремено, у дисертацији су истраживане методе и поступци новијих приступа стратешког и интегралног планирања, својствени одрживом планирању и управљању пољопривредним земљиштем. У том погледу, све више је наглашена потреба за евалуацијом земљишних ресурса у процесу планирања коришћења земљишта, као и интегрисањем новијих приступа спречавања деградације земљишта у овај процес, како би се на адекватан начин ангажовали плански инструменти за пажљиво контролисање заузимања пољопривредног земљишта...
